Connection refused: getsockopt on china.syuu.net

Client: Lunar Client 1.8.9 Optifine Ver.

changed all the java(java, javaw etc..) both public & private, and its not working at all.

not using any sort of VPNs and proxy.

ran netsh winsock reset in powershell still not solving the issue

Only happening today, it was totally fine yesterday, but i still can connect to syuu.net
